Wielding decades of expertise in electrical engineering and the utilities industry, Milovan E. Blair was elected Chairman of the Board of Northeast Power Coordinating Council, Inc. in 2022. A leader in his field, he excelled as the Senior Vice President of central operations at Consolidated Edison Company of New York, Inc., where he started in 2009 as the Vice President of System and Transmission Operations before advancing to Vice President of its Brooklyn Queens Electric Operations and then general Vice President. Within the organization, he was in charge of planning, designing, operating, and maintaining its electric transmission system, substations, and steam distribution system, handling the transition to renewables, and overall customer operations.
Originally from Jamaica, Mr. Blair immigrated to the United States in 1983. From a young, he saw the struggles of other immigrant families and attributes much of his success to his parents’ community-mindedness. He earned a bachelor’s degree in electrical engineering from the City College of New York, where he was exposed to people from various nationalities, causing him to learn many lessons and be part of a diverse community. He spent the first decades of his career as an engineer in the corporate world and found utilities to be a natural progression professionally—he considers serving the public to be his proudest achievement.
In addition, Mr. Blair is active as Chair of the Management Development and Compensation Committee and has been a member of the NPCC Board of Directors. As a board member, he has also served the American Association of Blacks in Energy, The Brooklyn Public Library, and the Brooklyn Children’s Museum. As a testament to his consistently strong work, he received a Black Achievers Award from the YMCA in 2004 and has been featured in Forbes Magazine.
Over the years, Mr. Blair has bolstered his credentials with a Master of Business Administration from the Peter J. Tobin College of Business at St. John’s University and completed the Executive Education program at the Columbia Business School. Looking toward the future, he strives to navigate the electric transition and continue to give back, ensuring the success of the next generation.

NEW YORK, NY, June 28, 2024 — Milovan E. Blair, chairman of the board of the Northeast Power Coordinating Council Inc., was selected by Marquis Who’s Who for a prominent feature in the New York City regional edition of Forbes.
Believing deeply in the importance and mentorship and sponsorship on behalf of younger generations of professionals, Mr. Blair has distinguished himself as the chairman of the board at the Northeast Power Coordinating Council Inc. (NPCC), a nonprofit electric utility company that is one of six regional organizations that, alongside the North American Electric Reliability Corporation, comprises the Electric Reliability Organization Enterprise. As an ERO organization, the NPCC remains resolute in its mission to promote and sustain the reliability of an international and interconnected bulk power system in Northeastern North America. Bearing a wealth of expertise in everything from the transmission and distribution of electrical utilities to the upkeep of effective customer operations, Mr. Blair ensures that the organizations with which the NPCC collaborates remain reliable and serve their clients well.
Mr. Blair previously found success as the senior vice president of central operations at the Consolidated Edison Company of New York Inc. (ConEd) from 2013 to 2022. He initially joined upper management at ConEd in 2009 with his appointment as the vice president of system and transmission operations, and would later serve in similar roles for the Brooklyn and Queens boroughs, and the company as a whole in 2011.
Held in high regard for his humble nature, as well as his ability to relieve stressful situations through humor, Mr. Blair credits much of his success to his belief in hard work and attention to detail, as well as his dedication to uplifting the next generation. He is also grateful for the influence of his parents, whose community-minded spirit and early experiences as immigrants helped imbue him with the values of diversity, equity and inclusion that continue to serve him well to this day. Likewise, the guidance and mentorship he received at the onset of his career helped guide him throughout the first leg of his 30-year journey as an electrical engineer.
Looking ahead, Mr. Blair aspires to continue navigating his career endeavors to the best of his ability, and to serve as an advocate for future professionals. In this, he hopes to exemplify the tenets of his personal motto; “Always send the elevator back down.”
Mr. Blair first studied electrical engineering at the City College of New York, from which he earned a bachelor’s degree in 1990. Following this accomplishment, he continued his education at the Peter J. Tobin College of Business at St. John’s University, where he graduated with an MBA in 1998. Mr. Blair proceeded to complete executive education coursework at the Columbia Business School at Columbia University in 2010.
Noted for his accomplishments in the field, Mr. Blair was bestowed with the Black Achievers Award by the YMCA in 2004.
